Colusa Ave. Water "Leak"

Can some one clarify what is causing the water to come up in the middle of the street on the uphill incline just before  Eureka  on Colusa Ave?   This is not new, as it has been "leaking" for a few years. I am wondering if someone knows what is causing the leak in the middle of the street and why the city has not repaired it.
